Role Purpose:

The primary purpose of this role is to ensure compliance with health, safety, quality, and environmental regulations and standards within. It involves developing and maintaining HSQE policies, conducting inspections, providing training, investigating incidents, and collaborating with various departments to promote a culture of safety and quality.

  • Develop and maintain HSQE policies, procedures, and programs in accordance with relevant Sierra Leone regulations and international industry standards.
  • Ensure the effective communication of policies to all employees and contractors at Vulcan holdings.
  • Conduct regular inspections and audits to identify health and safety hazards and ensure compliance with applicable regulations and standards.
  • Develop strategies to mitigate risks and promote safe work practices, emphasising continuous improvements.     
  • Monitor and evaluate workplace health and safety performance, identifying areas for improvement.
  • Develop and implement quality assurance processes and procedures to ensure products or services meet established standards.
  • Conduct quality inspections and audits to identify deficiencies and opportunities for improvement.
  • Monitor environmental performance and ensure compliance with environmental regulations and permits.
  • Develop and implement programs to minimise environmental impacts, such as waste reduction, energy conservation, and pollution prevention.
  • Develop and deliver HSQE training programs for employees and contractors to increase awareness and promote compliance with policies and procedures.
  • Investigate accidents, incidents, and near misses to determine root causes and implement preventive measures.
  • Prepare and maintain accurate records of incidents, investigations, and corrective actions.
  • Report on HSQE performance to the General Manager and / regulatory authorities as required.
  • Identify opportunities for process improvements and best practices related to HSQE.
  • Participate in internal and external audits and reviews to assess compliance and identify areas for improvement.     
  • Collaborate with an EPA/ Ministry of Environment consultant on relevant projects to ensure alignment with environmental regulations and standards.

 

Education and Knowledge

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Quality Management, or a related field.
  • Relevant certifications (e.g., NEBOSH, IOSH, ISO 14001 Lead Auditor, ISO 45001) preferred.
  • At least 3 years proven experience in HSQE management, preferably in a manufacturing, construction, or industrial environment.

 

Skills and Competencies

  • Strong knowledge of health, safety, quality, and environmental regulations and standards.
  • Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
  • Analytical mindset with strong problem-solving abilities.
  • Attention to detail and the ability to work effectively in a fast-paced environment.
  • Proficiency in Microsoft Office suite and HSQE management software.
