The company has undertaken wide range of engineering projects including the construction and rehabilitation of schools, hospitals/health facilities, hotels, roads, bridges and culverts, boreholes, private accommodation, road marking etc. The company is also in the business rental of construction equipment and earth moving machines, manufacture blocks of different types and sizes, and different mix of concretes from their block making facilities located at Sussex and concrete batching plant located at Murray Town.

Key Purpose
The successful candidate will design, implement, and manage safety and regulatory compliance programs across company’s construction operations including public (road infrastructure) and commercial building projects. Safety Compliance Officer will ensure that all risk management processes are adequately and properly implemented to achieve safe, compliant, and ethically run construction sites.
Roles and responsibilities
Policy and Procedure Management
- Develop and enforce company’s construction health and safety program for large-scale, multi-site construction projects.
- Ensure company’s construction HSE & compliance is aligned to OSH and ISO 45001 as guidance.
- Track regulatory changes and client-specific HSE standards and update plans accordingly.
- Collaborate with project managers and construction teams to review and improve safety metrics from pre-construction planning to project closure (leading and lagging indicators) and maintain safety dashboards for management review.
- Maintain comprehensive documentation and reporting of site inspections, incidents, training and regulatory compliance across sites.

Risk Assessment and Controls
- Perform regular site safety inspections and audits; coordinate internal and external audits, including subcontractor safety performance reviews.
- Conduct detailed risk assessments for all construction projects sites and activities, job safety analysis and audits.
- Oversee contractor safety programs, permit-to-work systems, lockout/tagout, hot-work permits, and subcontractor safety pre-qualification.
- Develop and oversee emergency preparedness, including drills, evacuations, first aid response for all construction sites.
- Lead investigation into incidents, accidents or near-misses and prepare reports with cause analysis and corrective measures
- Ensure environmental protection measures on sites (waste management, spill response, dust control, erosion control) and compliance with permits.

Engagement and Stakeholder Collaboration
- Supervise and train company’s core team on advanced safety practices to embed a culture of safety, quality, and ethics.
- Lead safety training and orientation for all employees, supervisors, and subcontractors; maintain training records and ensure competency.
- Interface with government inspectors, client representatives and auditors as required.
- Promote a culture of continuous improvement and behavioural safety throughout the workforce.

Qualifications and Experience:
- Bachelor’s degree in Safety Management, Occupational Health and Safety, Environmental Health, or a related field. Master’s degree or certified safety professional credentials a plus.
- 5+ years of construction safety and compliance experience, with a track record on road, infrastructure, and/or commercial construction projects.
- Certifications such as NEBOSH, IOSH, or equivalent preferred.
- Proficiency in safety management systems, permit-to-work, lockout/tagout, and emergency response coordination.
- Familiarity with national environmental legal regulations and international health and safety standards, auditing standards (internal/external), ISO 45001 and environmental management practices.
- Proficient with MS Office; experience with safety software, incident reporting systems, and data analytics for safety metrics.
